01 - 2 lbs beef chuck or stewing beef, cut into 1½-inch cubes

# Step-by-Step Guide:

01 - Set the Instant Pot to Sauté mode. Add vegetable oil and brown beef cubes in batches for 3–4 minutes each. Transfer browned beef to a plate.
02 - Add onion, celery, and garlic to the pot. Sauté for 2–3 minutes until softened.
03 - Stir in tomato paste and cook for 1 minute to develop flavor.
04 - Return beef to the pot. Add carrots, parsnips, potatoes, diced tomatoes with juice, beef broth, thyme, rosemary, bay leaves, salt, and pepper.
05 - Stir well, scraping the pot bottom to loosen browned bits.
06 - Secure lid and set valve to Sealing. Cook on high pressure for 35 minutes using Manual/Pressure Cook mode.
07 - Allow natural pressure release for 10 minutes, then carefully perform quick release for remaining pressure.
08 - Mix cornstarch and cold water to form slurry. Set pot to Sauté, stir in slurry, and simmer for 2–3 minutes until thickened.
09 - Remove bay leaves and adjust seasoning. Serve hot, garnished with chopped parsley if desired.
